In what General Secretary To Lam described as a “historic turning point,” the National Assembly has approved the merger of Ho Chi Minh City, Binh Duong, and Ba Ria – Vung Tau into a unified regional metropolis, officially taking effect on July 1, 2025.

With a combined area of more than 6,770 km² and a population of approximately 13.6 million, the newly formed urban zone is expected to become a major economic engine, particularly in finance, industry, logistics, and digital infrastructure.

Strong Economic and Technological Foundations

Binh Duong has grown from an agricultural province into a major industrial hub, attracting nearly USD 45 billion in FDI. Meanwhile, Ba Ria – Vung Tau is home to the Cai Mep – Thi Vai deep-sea port, ranked among the world’s top 21, and possesses strong potential for tourism and island development.

As directed by central authorities, the unified region is set to become an international smart city, operating under a model that is green, creative, and highly integrated both in infrastructure and governance.

Unlocking Opportunities for Regional Cloud Infrastructure

The merger of Ho Chi Minh City, Binh Duong, and Ba Ria – Vung Tau is expected to create favorable conditions for advancing cloud infrastructure in Southern Vietnam. Among the most promising directions are distributed Private Cloud and Hybrid Cloud models, which align well with the inter-regional development strategy. Key advantages include:

- Establishing multi-zone data centers across the merged localities to form a distributed, secure, and scalable Cloud infrastructure.

- Implementing centralized cloud management platforms to enhance operational efficiency and unified governance across regions.

- Leveraging international connectivity infrastructure, opening up opportunities to develop digital financial hubs, smart logistics systems, e-ports, and cross-border digital services.

General Secretary To Lam also highlighted key challenges: infrastructure overload, urban flooding, low PCI rankings, administrative delays, and uneven quality of life.

- Secure inter-provincial data governance compliant with both business and regulatory standards
